Program SAN is Poland's national procurement programme for a very-short-range, multi-layered counter-UAS and air-defence system, forming the lowest tier of Poland's layered air-defence architecture below the Wisła, Narew, and Pilica programmes. Awarded via urgent operational need procedures in January 2026, the contract was signed between the Armament Agency (Agencja Uzbrojenia) and a consortium of Polska Grupa Zbrojeniowa (PGZ), Advanced Protection Systems (APS), and Norway's Kongsberg Defence & Aerospace. The programme covers 18 battery modules, each comprising three fire platoons equipped with kinetic effectors (30 mm and 35 mm guns, APKWS rockets, 12.7 mm heavy machine guns, kamikaze interceptor drones) and non-kinetic effectors (electronic warfare/jamming), plus a full sensor suite of active radars and passive RF/optical sensors. Delivery of the first batteries is planned for end-2026, with full fielding by 2027.
With a contract value of approximately PLN 15 billion, this is one of the largest single defence procurement programmes in Polish history and is explicitly designed with significant Polish industrial participation, making it a key opportunity for domestic and allied C-UAS, radar, electronics, and ammunition suppliers. Companies in the counter-drone, short-range air defence, sensor integration, and directed-energy (future layers) sectors should monitor SAN closely, as the programme is expressly conceived as a 'national system' with follow-on export potential already under government discussion. The use of urgent operational need procedures means the procurement timeline is compressed and commercial frameworks differ from standard public tender rules, requiring early engagement with the Armament Agency and the PGZ-led prime consortium.
