The Cyberagentur is the German federal agency for disruptive innovation in cybersecurity and key technologies relevant to internal and external security, jointly owned by the defence and interior ministries. It funds high-risk research from concept to laboratory prototype (TRL 1-4) through pre-commercial procurement contracts rather than grants, explicitly accepting failure as part of the model. As of August 2026 around ten research programmes are in open tender, including robotic swarm interaction (IRiS), software security scoring (3S), AI-based threat assessment (ATARA) and protection of quantum PNT against electronic warfare (EloQa-PNT).
One of very few German vehicles paying companies directly for security and defence-relevant research, with multi-million-euro phased contracts. Procurement-law process means longer lead times; watch the partnering events.

The fastest route from prototype to combat-validated deployment anywhere in Europe; grants are non-dilutive and success feeds directly into Ukrainian and, increasingly, NATO procurement.
