About the programme

ARP provides debt financing (working-capital, investment and restructuring loans, plus leasing and factoring) on a continuous basis and has declared the defence sector a strategic priority, emphasising local content, dual-use technology development and integrating Polish firms into defence supply chains. In 2026 ARP signed letters of intent on strengthening domestic industrial potential in strategic security areas. Working-capital loans with an InvestEU guarantee cover up to 80% of financing value with the guarantee cost borne by ARP.

Why it matters

A flexible state lender willing to bank defence-industry companies that commercial banks often avoid, useful for contract financing and liquidity in scaling defence production. No fixed calls: financing is negotiated case by case.
