The PNRM is the Italian Ministry of Defence's national military research instrument, co-financing up to 50% of research projects proposed by industry and academia through periodic competitive calls. The 2026 call ran from 26 September to 2 December 2025 with two lots: Lot 1 for lower-TRL projects (TRL 2-3 to 6-7, up to three 12-month phases) and Lot 2 for a single 12-month phase at higher TRL, each taking roughly half the resources. Priority clusters include C2 and multi-domain situational awareness, space, cyber, hypersonics, quantum, underwater, AI, next-generation communications and autonomous systems.
The primary direct channel to Italian MoD research money for companies of any size, with startup-friendly caps of EUR 1 million per proposal and topics aligned to future procurement priorities.
Danish Ministry of Defence / Danish Ministry of Defence Acquisition and Logistics Organisation (FMI/DALO)
The single largest pot of near-term Danish defence procurement money, with an explicit invitation for industry to propose what to buy. Speed to fielding is the main selection criterion.
German Federal Government (BMVg and BMI)
One of very few German vehicles paying companies directly for security and defence-relevant research, with multi-million-euro phased contracts. Procurement-law process means longer lead times; watch the partnering events.

A flexible state lender willing to bank defence-industry companies that commercial banks often avoid, useful for contract financing and liquidity in scaling defence production. No fixed calls: financing is negotiated case by case.
