About the programme
This BGK instrument supports Polish SMEs seeking to launch or expand production of dual-use products (goods, software and technologies with both civil and military applications listed in Annex I of EU Regulation 2021/821). The mechanism combines a commercial investment credit with a non-repayable premium (WPPZ) paid by BGK directly against the loan principal, covering up to 70% of eligible project costs. It is delivered under the FENG 2021–2027 programme, with the first call running from 29 October 2026 to 28 January 2027. Investments must be based on proprietary intellectual property such as R&D results, licences or patents, and are available to firms operating across Poland except Warsaw and adjacent counties.
Why it matters
Defence-tech and dual-use SMEs can access effectively non-repayable public co-financing of up to 70% of investment costs for scaling production, reducing the equity dilution that equity rounds would require. The PLN 400m call budget (with possible expansion) and a structured pipeline of further calls make this a major near-term funding opportunity for Polish and EU-based companies producing dual-use hardware or software.
