Grant scheme created after Russia's full-scale invasion of Ukraine to expand Norwegian production capacity for defence materiel. Priority areas are NASAMS air defence, missiles, rocket motors, military high explosives, artillery ammunition and innovative technology with particular operational advantages. Grants are meant to trigger investments that meet time-critical Ukrainian, Norwegian and allied needs and that would not otherwise be realised. Forsvarsmateriell administers the scheme, with Innovation Norway supporting application assessment.
This is Norway's main direct-subsidy channel for defence production scale-up, and from 2026 it opens beyond the three launch companies to the wider supplier market. Suppliers positioned in the priority areas should track the 2026 regulation closely.

The single largest pot of near-term Danish defence procurement money, with an explicit invitation for industry to propose what to buy. Speed to fielding is the main selection criterion.
German Federal Government (BMVg and BMI)
One of very few German vehicles paying companies directly for security and defence-relevant research, with multi-million-euro phased contracts. Procurement-law process means longer lead times; watch the partnering events.

A flexible state lender willing to bank defence-industry companies that commercial banks often avoid, useful for contract financing and liquidity in scaling defence production. No fixed calls: financing is negotiated case by case.
