A EUR 23.8 million grant measure opened by EIS in early March 2026, funded from reallocated EU cohesion money, to move Estonian defence companies from prototype to industrial production. It finances applied research, experimental development, feasibility studies and IP protection, with EUR 250,000 to EUR 3 million per company. The measure is part of Estonia's EUR 200 million defence capability investment package.
At up to EUR 3 million per company this is the deepest non-dilutive product-development pot in the Baltic defence market. The mandatory EIS pre-consultation means you should start the conversation well before drafting the application.
